Since independence, our approach to the development of major infrastructure has been one of… « watching others do it. », waiting for them to design and build for us. And we, confined to secondary roles, eventually came to accept that we were incapable.

Today, in a globalized world where education is accessible to all, we must more than ever before be both the “actors and drivers” of our own development, while remaining open to the world.
