Biography

Senior Engineer, Justin Ntsama has 32 years of professional experience, including nearly 25 years in Infrastructure Project Management leadership roles. He studied engineering in Canada from 1988 to 1993. Upon returning to Cameroon at the end of 1994, Justin NTSAMA joined SONEL as a Project Engineer, working on the preparation of the Lom Pangar reservoir dam project. Over the course of his long career, he subsequently held several positions of responsibility, notably:

• Director of Projects and Investments at the Rural Electrification Agency (AER) from 2000 to 2008;
• Technical Coordinator of the Partnership Contracts Support Council (CARPA) from 2009 to 2014.
• Technical Director at EDF Cameroon, then at NHPC, for the Nachtigal Project from 2015 to 2019 ;
• Construction Director for the Nachtigal Project at NHPC from 2019 to 2022 ;
• Chairman and Chief Executive Officer (CEO) of CAM-HYDRO SA from January 2023 to March 2025;
• Chief Executive Officer (CEO) of Minkouma Energy Company SA since April 2025;

Highly mobile, Justin NTSAMA has also had a long parallel career as a consultant, contributing to the preparation of numerous hydroelectric projects, notably:

• The Nachtigal Hydroelectric Development Project on behalf of Alcan, then Rio Tinto Alcan, between 2006 and 2013;
• The Memve’ele Hydroelectric Development Project between 2007 and 2009 on behalf of Globeleq Advisor Limited;
• The Song Mbengue Hydroelectric Development Project between 2008 and 2011 for Rio Tinto Alcan;
• The Grand Ngodi Hydroelectric Development Project between 2010 and 2012 for Rio Tinto Alcan;
• Hydroelectric development projects at Njock on the Nyong River, Kikot on the Sanaga River, etc;

In fact, it is often said that Justin NTSAMA knows the Sanaga River like his own home, and it was therefore quite natural for him to arrive at the Minkouma site, which he had identified during a large-scale airborne LiDAR survey of the Sanaga Valley between Mbandjock and Mouanko, conducted in 2010 and later in 2012. He has been working on this project for nearly three years and has a strong command of the technical, financial, and legal aspects. His extensive recent experience with similar projects, particularly the Nachtigal project, makes him… « The right man at the right place ».

Justin NTSAMA has been a Knight of the National Order of Valour since 2006, and was promoted to Officer of the National Order of Valour in 2022.He is married and the father of three children.
